The building built as an art assembly room by Russians'commanders in second world war.
The entrance is two stairs higher than yard's floor and stepped forward as a porch and has six columns. Entrance room where branches off porch is simple and square,it's floor has black&white tiles, it's ceiling is simple&smooth. The main part of the building is a rectangular room with 10×19 dimensions, municiplity's sessions are holding in this place.
